ROC believes that in order to change the system, the expertise of state and national nonprofits focused on specific issue areas must be linked to local grassroots leaders and community based organizations. Unifying nonprofit expertise with the local leadership empowers the food movement because all politics are local and all places must change to fully transform the system.
